Evaluation of the price and income elasticity
of the demand for tobacco products; and, analysis of links between tobacco
consumption and poverty.
Knowledge surrounding economy interventions or fiscal policies
for tobacco control in Mexico is particularly deficient. There is a shortage
of skilled personnel with training in the fields of tobacco economics,
control law, and health legislation. These areas are needed for the development
and implementation of a governmental regulatory framework. In fulfilling
this proposed initiative, we will develop human resources at the National
Institute of Public Health to help public sector organizations and institutions
to achieve effective tobacco control actions at the national level.
The main objective of this collaboration is to generate relevant information
that will increase the ability of the Mexican Ministry of Health to interact
with the Ministry of Economy and Finance. Such interaction is destined
to promote legislation changes for price and increases on tobacco products,
and to control illegal sales of tobacco products in Mexico. Our objectives
will be focused on generating information -using existing and already
collected local data sources- in the area of tobacco economics to support
lobbying efforts to raise tobacco prices via a tax increase, and the formation
of a special fund to support anti-tobacco activities within the country.
We will accomplish our objectives by helping the National Institute of
Public Health (NIPH) consolidate national and regional reference center
for research and training in tobacco economics. The capacity of researchers
at the NIPH and the Ministry of Health to develop legislative interventions
will improve throughout this collaboration. To achieve these aims, we
plan to develop actions in two areas: research--to determine the impact
of tobacco control policies regarding taxation and pricing and training-to
reinforce the capacity of the Health Sector to generate and propose fiscal/economic
policies to reinforce tobacco control activities in the country.
