- ITEN Deputy Director, Hana Ross, was invited to provide economic evidence
on the topic of tobacco advertising ban in front of the Czech Parliament
in September 2002. The bill banning tobacco advertising passed the vote
on April 1, 2003. Tobacco

- ITEN continues to work closely with its colleagues in the Czech
Republic. One of the accomplishments is the publication of the book Curbing
the Epidemics in February 2004 with an introductory paragraph by the ITEN
Director and co-author of the study.
- ITEN
Deputy Director attended a Parliamentarian seminar in Prague on March
11, 2005 where she led a discussion about the future financing of health
promotional activities in the Czech Republic. The seminar was chaired
by the Minister of Health and attended by 138 participants including Parliament
deputies, representatives of the Ministry of Health, the Ministry of Finance,
the Ministry of Labor and Social Affairs, representatives of health insurance
companies, labor unions, representatives of the administrative regions
and other organizations (such as the Czech League Against Cancer, local
WHO office, Consumers Protection Association, Czech Patients' Association,
Health Information Centre, Czech Helsinki Committee, Czech Pharmacist
Chamber). "Financial
Ssupport for Public Health: Earmarked Tobacco Tax" (107KB
PDF) was presented by Dr. Hana Ross and tobacco tax earmarking
has been successfully applied in numerous countries such as Thailand,
but also 10 EU countries.
Germany
ITEN cooperates with Dr. Martina Poetschke-Langer, the Head of Executive
Office Cancer Prevention of the German Cancer Research Center. ITEN submitted
a tender for a project in Germany providing an economic overview of tobacco
control in Germany. The project is currently on hold.
Ireland
ITEN Director presented the plenary talk at the September
2002 Economics of Tobacco Control and Irish Fiscal Policy Seminar in Dublin,
and engaged in a series of consultations with Irish policy makers, social
organizations, and the Office of Tobacco Control Policy, as well as participated
in several media events around the seminar.

Fullbright grant was awarded to Christina Czart
Ciecierski for work on the Economics of Tobacco Control in Poland.
ITEN and Research for International Tobacco Control (RITC) are considering
a joint research project to study tobacco smuggling issues in Poland.
Portugal
ITEN works closely with the Chairman of the National Council for Smoking
Prevention, Dr. Pais Clemente. ITEN Deputy Director was invited to present
at the 1st National Congress on Tobacco Prevention in Lisbon, November
2003.

- ITEN organized a three day conference with the theme: "Tobacco
Tax Earmarking and Sustainability of Tobacco Control Effort in Accession
Countries," in Bratislava, April
2004. The conference was sponsored by the Open Society Institute (OSI).
Representatives of Slovakia, the Czech Republic, Romania, Poland, Ukraine
and Hungary discussed strategies of tobacco tax earmarking with representatives
of ITEN, IMF, OSI, EU, ThaiHealth Foundation, Action on Smoking and Health
(ASH) in Australia and SmokeFree London. The participants developed both
long- and short-term action plans. ITEN will provide technical support
for these plans.

Other Activities in EU Member States
- Information about ITEN project was published in the Filter, Tobacco
Advocacy Newsletter for Central and Eastern European Countries (Vol. 1,
No. 4, 30 December 2001). Filter is a quarterly published by the Health
21 Hungarian Foundation, and is supported by a grant from the World Bank.
- ITEN initiated a grant application to the Visegrad fund by a group of
researchers from CEE. The participating countries include Hungary, Czech
Republic, Slovak Republic and Poland.
- ITEN organized a two-day workshop for the OSI tobacco control fellows
in Budapest, Hungary. The workshop was titled "Policy Training Seminar
for the International Policy Fellows." Dr. Ross's presentation focused
on tobacco taxes, tax and the poor, and tax and smuggling. Tobacco

- ITEN Deputy Director participated in the Tobacco Control and Development
Policy Conference organized by the European Commission, Directorate General
Health and Consumer Production in Brussels, February 2003.
- ITEN was invited to participate in a tender to the European Commission
that called for writing a report on tobacco control in European Union
(EU) and newly accession countries. ITEN joined the ASPECT Consortium
that won the tender. ITEN will coordinate a chapter on tobacco prices

- ITEN was invited to participate in writing a chapter on the economic
impact of tobacco consumption in Europe for a report commissioned by the
European Commission. ITEN participates in a series of workshops and meeting
related to this project. The first workshop on tobacco product regulations
was held in Brussels in March 2004 where the ITEN Deputy Director presented
the outline for the economic chapter of the report. Economic
