ITEN awarded the National Institute of Public Health (NIPH) a research
grant in 2002. The proposed research focuses on the effects of cigarette
taxes on smoking prevalence and on expenditures on tobacco in Mexico considering
different socio-economic groups.
A group of talented researchers from the Institute collaborate closely
with ITEN technical experts to develop methodology for estimating health
care costs of smoking. This methodology will take into account the characteristics
of the local health care system. The long-term goal is to develop a standardized
research protocol for health care cost studies that can be applied throughout
the whole PAHO (Pan American Health Organization) region. The experience
of ITEN technical experts working on the issue of cost of smoking in low-
and middle-income countries will be summarized in a tool kit, which will
help future investigators in these countries to conduct similar type of
research.
ITEN technical experts regularly teach at summer courses that are part
of the Master's program in health economics offered at NIPH.

ITEN provides technical assistance with the projects "Costs of
Medical Attention of the Three Major Smoking Attributable Diseases in
the Morelos Delegation of the Mexican Social Security Institute (IMSS)"
and "Economic Impact on the Health Sector of Diseases Associated
with Tobacco Consumption."
Independent studies from Mexico are being reviewed by ITEN technical experts.
ITEN will provide technical assistance to the CONACTT project submitted
by the NIPH for funding.
Fritz Laux, an economist at the Instituto Tecnologico Autonomo de Mexico
(ITAM) joined ITEN for the 2003-2004 academic year while on sabbatical
from ITAM; Dr. Laux works with ITEN to expand the ongoing work with INSP
and to extend ITEN's efforts in Latin America.
