Presentation Czart and Chaloupka POLAND: A TOBACCO CONTROL CASE STUDY This presentation provides the following: (1) highlights key supply and demand-side aspects of Poland's pre and post-communist tobacco market, (2) presents an outline of currently accessible economic data sources, (3) summarizes preliminary findings from a May, 1999 consumer survey and (4) offers suggestions for further survey research in Poland. [AVAILABLE IN POLISH ONLY] This presentation explains the economic rationale and framework used for modeling cigarette demand (including user fess, market inefficiency, the total costs associated with smoking and price elasticity). Based on results from a 1999 survey of smokers, it highlights smoker-reported impacts of higher tax rates (and prices) on smoking participation and consumption and suggests how and why these results may differ across socio-demographic groups. This presentation also outlines the intended effects of non-price policy interventions on smoking behaviors (smoking restriction, counter-advertising and tobacco advertising bans). Drawing upon the results from a 1998 survey of smokers, this presentation highlights smoker reported reactions to the issuance of health warning labels on cigarette packs sold in Poland. Slide
